Growing interest among players from key BRICS countries: what the second webinar on the Sirius districts master plan showed

The second orientation webinar for potential participants in the Open International Competition to develop a master plan for the research and technology districts of the Sirius Federal Territory took place on March 27. The event received a great response, with more than a hundred people registering to participate, including representatives from eight foreign countries. Compared to the previous webinar, which took place on March 11, there were also participants from India and China, as well as the Philippines.

Participants of the webinar were introduced to the competition area and told about the specifics of the competition. Roman Ivanov, Chair of the Academic Council of Sirius Science and Technology University, focused on the role of the university in the development of the territory. “The university is de facto city-forming enterprise. It is a territory of science and education, and it is Sirius University that in many ways occupies the central role in this ecosystem. The university now has more than a thousand students at different levels. The federal territory of Sirius is a place where a large number of young and talented people from all over the country come to study, and their mentors come from leading universities as well as high-tech companies, developing a unique environment where talents meet experience and create new knowledge and new products. The university’s infrastructure is designed to ensure that these talents have the opportunity to work in the best possible conditions.”

One of the key projects of the master plan should be the second phase of the scientific and technological campus of Sirius University, as well as a high-tech district with laboratories, engineering infrastructure, data centers, and test sites for experimental production. These facilities will be located on one of two competitive plots with the area of 23.1 hectares. The other site the competitors will work on, with an area of 19.4 hectares, is intended for the construction of specialized and residential real estate, and the area itself is focused on ensuring healthy longevity and the development of high-tech medicine. In particular, the creation of the Clinic Medical Center is planned. It will specialize in providing oncological care, including personalized and preventive care. The aim of the competition is to attract architectural bureaus and development institutes from around the world to resolve these tasks.

The participants of the webinar also discussed the environmental principles of federal territory development that should be reflected in the competitors’ works, such as application of carbon neutrality standards and the overall environmental friendliness of the projects.

Aleksey Basharin, assistant to the head of the Talent and Success Educational Foundation, drew attention to the advantages that the legal status of a federal territory provides. “In legislation, there is such a category as objects of the Sirius federal territory. These are objects that are necessary for realization of the powers exercised by public authorities of the federal territory. By their legal status, these objects are equated those of federal significance. Therefore, the maximum reduction of the duration of the investment and construction cycle in the creation of these objects is ensured.”

Co-founder of Agency for Strategic Development “CENTER” Sergei Georgievskii and the project’s leading analyst Irina Levina took part in the webinar on behalf of the competition operator. The event participants were able to ask all of their questions. Registration for the event is via the official website of the competition: en.siriusmasterplan.com. Applications for the competition can also be submitted there until May 30.
